Ebon Wand of Dazzling

This slender wand is usually made from polished ebony, with a tracery of silver runes running up and down its length. It is perhaps 1-foot-long and as thick as a human's smallest finger.
Powers:
- When activated (at the cost of one charge) a ray of multi-colored light flies from the business end of the Wand. This ray has a range of 65 feet and will automatically strikes unless the target creature Saves vs. Spells. If such a Save is made the ray misses and is treated as a grenade-like missile for hit determination. Creatures struck by the ray suffer 2d4+2 damage and must Save vs. Death Magic or be dazzled for 8 rounds (suffers a -2 penalty on all rolls). Further, if the target fumbles its Saving Throw it will be permanently blinded in one eye.
- When activated (at the cost of two charges) a scintillating burst of energy flies from the Wand toward a target creature. Its purpose is to disrupt or distract a spell caster before he or she can finish casting a spell. As the energy strikes the target it bursts into sudden, brilliant rainbow of light, produces a loud peal of thunder, and emits a small wave of mystic force. All of these effects cause the struck creature to make a Saving Throw vs. Spells and an Intelligence check (both at a -3 penalty). If either of these fails the targeted caster has his or her spell disrupted and lost. If the energy burst strikes a caster who is not in the process of casting a spell, the caster still may not cast a spell in the round he or she was struck.
- The Wand has 100 charges and may be recharged.
